Everett Kenneth Ross is a former CIA agent and a former Deputy Task Force Commander for the Joint Counter Terrorist Centre. While working with Thaddeus Ross, Ross was tasked to control and regulate any and all actions of the Avengers, in the wake of the creation of the Sokovia Accords, which had been designed to limit the heroics following several disastrous missions.
